Applications are accepted throughout the year; and will be vetted by the Assessment Panel and 1-2 outside reviewer(s) based on their policy relevance, feasibility of projects, applicants’ capability, implementation plan and budget. Results of each batch of applications will normally be announced quarterly.
The eight degree-awarding institutions funded by the University Grants Committee, other self-financing degree-awarding institutions, and the local non-profit making public policy research think tanks are eligible to apply. There is no quota on the number of applications for an eligible organisation.
The funding amount per project is usually between HK$100,000 – 1 million. Projects will normally last from 6-12 months.
50% of the funding for a project will be disbursed upon approval of the project and 30% upon receipt of a progress report which should be submitted 3 months after approval. The remaining 20% of the funding will be disbursed upon receipt of a final report.
