小型企業研究資助計劃 (SERAP) 為創新及科技基金的旗下的一個計劃，由創新科技署轄下的小型企業研究資助計劃秘書處管理。

此計劃是一個資助科技企業的基金，旨在以等額出資的方式，支持以科技為本和創業主導的小型本港註冊公司，以進行具有創新及科技成分，及有相當機會能成功開發新產品、新工序或新服務，而為期不超過兩年的項目。

小型企業研究資助計劃全年接受申請，而由請書須透過創新科技署基金管理系統以電子方式提交。秘書處會首先約見申請人，再將申請項目呈交評審小組考慮，而評審小組會議一般每月召開。

每個獲批資助項目，最高資助額為港幣600萬元，分期每季發放。受資助公司必須達到協議內的預期進度，才可獲發款項。

獲資助的項目產生的知識產權，將由獲款公司擁有。若項目能夠獲取收益或獲款公司能夠吸引第三者投資，政府會向該公司收回資助款額。
